Dr. El-Baz has developed friendships in Qatar from the time of his first visit in 1974. He has known the Emir of Qatar, H.H. Sheikh Hamad Bin Khalifa Al Thani, from the time he was Crown Prince, and his consort H.H. Sheikha Mozah Bint Nasser Al Missned since she was a student at Qatar University. He has worked with both on several of their visionary projects, and his relationship to the State of Qatar and its development continues to the present. He serves on the Board of the RAND/Qatar Policy Institute and chairs a group of expatriate Arab scientists who are involved in establishing a mechanism for the support of scientific research in Qatar through joint projects with local scientists.
The Qatar Foundation has established “Education City,” which includes campuses of major U.S. universities, including: Virginia Commonwealth University (art school); Weill Cornell (medical college); Texas A&M University (engineering); Carnegie Melon University (business and computer science); and Georgetown University (diplomacy). For hi-tech research, the Foundation has also established the Qatar National Research Fund and a Science and Technology Park. In addition, the Qatar Foundation is upgrading the capacity of the national Qatar University, several NGOs involved in social development, and the K-12 education throughout the country. These foresighted initiatives will prepare Qatari national for the challenges of the future.
